User-Specific Rules:

The bot might be configured to apply its filtering based on user IDs or Telegram usernames. This means the filter only activates when a message is sent by one of the specified users. 

Group Permissions:

The filter might be configured to only apply to specific groups or chats. If a user is in a group where the filter is enabled, it will be active, while in other groups, it won’t be. 

Bot Configuration:

The bot’s code might include logic that checks if the user is in a list of allowed users or groups before applying the filter. If the user is not on that list, the filter is bypassed. 

Role-Based Access:

If the bot’s filter is tied to user roles within the system (e.g., admin, editor), then users who are not in the specified role might not see the
